Not necessarily.  While an EPA-certified stove has met environmental testing, Massachusetts Building Code additionally requires that all solid fuel-burning appliances which are to be installed in Massachusetts carry a permanently attached label on the appliance indicating that it has successfully passed certain national safety standards.  For example, wood stoves must meet the standards of UL 1482, and pellet stoves must conform to ASTM E1509.  Therefore, if you are looking for a new appliance and it is not properly listed and labeled, do not buy it for use in Massachusetts.
